Comprehensive Plan

What is a Comprehensive Plan? A Comprehensive Plan is a guiding document for future growth and development over the next 10 to 20 years. The intent of a Comprehensive Plan is to look at where we are now as a community, determine where we want to go, and develop an actionable plan on how to get there. A vision for the future!

Over the next 18-months, the citizens of Ross County will be asked to shape this vision at open houses held across the county, online surveys, pop-up events, and more.  To kick things off, please click on the image below to access a survey and provide your input. Help move Ross County forward!

Other Planning Documents:

Thoroughfare Plan - A long-range vision of the roadway system necessary to support future growth.

Ross County: Affordable Housing Assessment - an assessment and evaluation of the City of Chillicothe’s and Ross County’s current inventory of affordable and special housing.

Active Transportation Plan - a long-range plan that included projects, programs, and policies to make walking and biking and other modes of travel safer and more accessible.

Assessment of Emergency Medical Services - a comprehensive study of the emergency medical services system delivery within the County.
